More recently, I have worked as an Armed Responder at the Fermi II Nuclear Facility, where I must operate under stringent Federal guidelines 10CFR23, regulating fitness for duty, weapons qualifications, background investigations, and work hour limits, in protecting the facility from radiological sabotage. My employer, Allied Barton Security Services, provides ongoing training in State and local laws within a classroom environment, and throughout my career with their organization, I have continually maintained certifications and met standards.

I have solid training as well as experience in report writing procedures, developing/lifting fingerprints, and conducting effective offender/witness interviews and interrogations. My training has been completed through Wayne County Regional Police Academy and the United States Army, as well as a component of Allied Barton s 12-week Armed Responder/Armed Officer training program.
Throughout my law enforcement, security and military career, I have effectively interviewed and interrogated individuals in order to secure critical information, develop cases, prepare detailed reports, and support offender prosecution. As a Police Officer/Auxiliary Police Officer with the City of Inkster, I successfully steered investigations, including questioning and taking statements from victims, witnesses and complainants to elicit critical information, analyze findings and build effective case reports. I also wrote quality reports on issues ranging from homicide, drunk driving offenses and narcotic-related offenses to traffic accident investigations, spousal abuse, sexual assault, and prostitution. For instance, I was dispatched to a sexual assault location, where it was found that an 11-year old boy had raped his 3-year old sister. I located the child in his room and he immediately exited through a window and began running. After a foot chase and apprehension, I took him to the station, fingerprinted him, isolated him in juvenile detention, and logged his clothing and property into evidence. Statements were also taken from the parents. The girl was placed in protective services and the boy was transported to a juvenile detention facility. Throughout this, I maintained detailed notes of activities and then developed a comprehensive report for submission to the Detective Bureau.
As an Armed Responder/Armed Officer with Allied Barton security services, I am responsible for writing investigative reports on any incidents. For instance, company policy and procedures state that all employees must wear their keycards on the outermost part of their garment at all times. I identified an employee within a protected area with no keycard displayed, and immediately approached and interviewed him regarding the keycard; he indicated he had left it on his jacket, which was in his office. I promptly dispatched a hold on the keycard and facilitated a search. Upon locating the keycard, I then initiated a computerized report of the employee s keycard to ensure there had been no activity during the missing timeframe. I then initiated a written statement and completed/submitted a detailed report on the incident.
While deployed in Iraq, I routinely wrote complex reports. As an example, a local National was non-compliant with protocol at a traffic control point and the incident escalated to use of force after he refused to respond to loud, verbal commands, both in English and Arabic, hand signals

and display of weapon, directing him to stop. He responded after a warning shot was given on the ground in front of him. Upon investigation, I discovered that he was unable to hear and released him. I then wrote up and submitted a detailed report of the incident. While in Iraq, I often conducted interviews. For instance, in response to information about two males digging a hole and planting a roadside bomb that had been found during my patrol, I interviewed witnesses from surrounding villages and was directed to a village where they were said to reside. Although a comprehensive search was conducted, we were unable to locate the two males and the scene was turned over to Explosive Ordnance personnel. At this point, I developed and provided a complex report of the incident, interviews, search, and results.
3. Knowledge of basic investigative methods and techniques.
I have been extensively trained in investigative methods and techniques through the Wayne County Regional Police Academy and the Inkster Police Departments. Among these methods, I am trained and experienced in applying observation, interviewing, questionnaire, and record research techniques. Using my solid investigative skills, I have then been able to secure appropriate search and arrest warrants, identifying suspects and developing case information that has led to successful prosecution of offenders.
As one tangible example of my dynamic investigative skills, I successfully applied observation methodologies toward facilitating a drug bust and suspect prosecution while working the Narcotics Unit of Inkster Police Department. In this case, I was assigned to gather information on a suspected drug house. During an extensive stake out spanning a 7-day time frame, I observed a high volume of foot and vehicle traffic at the defined location, fitting the criteria of a drug house. I contacted and dispatched an Undercover Officer from a neighboring District to the location, with the goal of purchasing crack cocaine with marked money. The Undercover Officer successfully made the purchase, at which time we entered the location, arrested the identified seller/suspect and discovered the marked money on his person. Complaints were then filed at the Prosecutor s Office, and through solid investigative skills, prosecution of the suspect was ensured.

Over the course of 8 years in law enforcement, I have effectively planned and conducted investigations, using methods including questioning suspects and taking victim/witness/ complainant statements, and have then complied and produced quality investigative reports.
As one example, during a challenging outage at the Fermi II Nuclear Facility, I was posted to secure a vital area door where access is controlled through keycard. Per company policy and procedure, employees are prohibited from tailgating when going through vital area doors ad many are restricted from access. I observed an authorized employee using his keycard, and another employee following him through without use of a keycard. I immediately contacted dispatch and advised on the violation. Another Officer was dispatched to the other door to control the zone, and once in place, my team entered both doors and conducted a search for the employees. Upon finding them, we took both keycards and escorted them from the zone,

questioned the employees and found that the second employee who had not used a keycard was insisting he had indeed used his keycard. I then reviewed records and discovered concrete evidence that, as I d observed, he did not use his keycard. Both employees were than escorted to the Security Office and statements were secured. As a result, the employee who had not used the keycard and who continued to give false information was terminated, as trustworthiness is crucial in ensuring the integrity of a secured nuclear facility.
Further illustrating my qualifications, while assigned to the Quick Response Force Team on Forward Operating Base (FOB) Rustimiyah, I received a tip that a local National was using a cell phone on top of the bunkers during mortar attacks and walking mortar rounds onto our FOB. Policy forbids use of cell phones while on FOB in order to prevent confidential information, such as patrol activities and equipment movement/capabilities/location, from being passed on to insurgents within the combat zone. Using this tip, I strategically planned and coordinated the setup of an observation position based on analysis of prior mortar attacks history to determine an approximate time when the local National would most likely be observed in non-compliant activity. Within an hour of setting up the point, we were under mortar attacks, and I did observe this local National again climbing atop the bunker and begin talking on his cell phone. Along with another Sergeant, we approached the subject, confiscated the phone, took him into custody, and launched an interrogation at our brigade. While he claimed he was only calling his family, he was escorted out of the FOB and blacklisted throughout regional FOBs, restricting his access.
As a Police Officer with the City of Inkster, I occasionally worked as an Undercover Officer. In one incident, I was recruited to work a case in response to reports of customers soliciting sex at a local movie theater. Working as a decoy, I used a known practice of indicating interest in action by jingling a pocket full of change to conduct my investigation. I then entered the theater and took a seat in a section where I could ensure there were no misunderstandings by maintaining a distance of at least 30 seats from any other patrons. Within minutes, a middle-aged male sat right next to me. After approximately five minutes, he began making physical advances, at which time I stood up, identified myself as a Police Officer, called in supporting Officers, and arrested and booked him for sexual assault.

It is my
practice to promote open communications between supervisors and staff in order
to ensure clarity of Federal, State and local laws as well as instructions,
company policies and procedures. I have continually capitalized on clear,
proactive communications to pose questions and recommend/request policy change
as well as address safety violations and workplace experiences. For
instance, I ve sat on the Safety Committee at Fermi II Nuclear Facility,
investing volumes of personal time to talk with suppliers, obtain samples and
prepare/present a feasibility report proposing uniform changes incorporating
new multipurpose rain gear. Within 4 months of presenting my
well-researched, comprehensive report, the Department acted on my suggestions
per guidelines presented.

I have also applied strong written communication skills toward capitalizing on the Facility s use of a Corrective Action Resolution Document (CARD), designed to encourage ideas from employees addressing procedure, policy and concerns. As an example, I submitted a detailed CARD focused on installing traffic control devices at the front gate to enhance vehicle processing operations on to property of Detroit Edison, providing a targeted, no-cost solution requiring nothing more than investing time in wiring/installing the lights.
Before each shift at our nuclear facility, a briefing of daily activities is conducted by Supervisors, instructing Officers of any changes, plant status, incident reports, and violations while additionally offering open discussions between staff and Supervisors. During one briefing, I was asked to discuss a recent incident where an employee was using profanity and aggressive language with one of our Officers, as I was familiar with that incident and the Supervisors were having difficulties retrieving the incident report from our computer. I clearly advised them of what had transpired, where based on behavior observation training, I had been able to determine that this employee was exhibiting disorientation and irrational actions. I briefed them on the subsequent actions, from attempting to diffuse the situation and detaining the employee to contacting a Supervisor and subsequently denying the employee access.
As a Section Leader with the United States Army, I routinely present quarterly and annual counseling statements and submit reviews of all soldiers under my leadership. These reports are focused on advising soldiers of their training progress, ways to boost their performance and work ethics and disciplinary issues. I prepare detailed counseling statements for misconduct, quote violations of Uniform Code of Military Justice and offer solutions-focused corrective actions. In this capacity, I had a Specialist new to the Unit who was refusing to take direction from me as her supervisor. She felt that she had higher responsibilities than to assist me and other soldiers within our section in preparing for annual training, and became loud and abusive, including using profanity. I advised her to stop and directed her to wait in the First Sergeant s Office. I then communicated with the First Sergeant the details of the situation and requested that he attend my counseling her on her actions. In spite of giving her a written counseling statement, reading it to her and asking her if she had any questions, she again became loud and aggressive. After impressing upon her that this was not a disciplinary action, but a proactive effort to correct a situation, she signed the document and no further actions were required; within 7 months, she promoted to Sergeant and transferred to another Unit to assume a Supervisor position.
