Additionally, I play a key role in any re-investigations of employees working for approved contractors and deliver briefings related to security investigations to Contracting Officer s Technical Representatives (COTRs), vendors and managers.

 

In my previous role as Security Program Manager/Financial Management Specialist, I was assigned liaison duties between SEPS and vendors for the Justice Consolidated Office Network (JCON) Program Office.  A major responsibility of this assignment was the receipt and analysis of Questionnaire for Public Trust Positions form SF-85p and acquisition of additional information for JCON contract employee applicants. 

 

Another function of this earlier position was the requirement to meet with contractors on a regular basis to engage in discussions on various issues.  Key to this was in-depth preparation of reports and briefings to be delivered to management, government personnel and vendors to assure adherence to procedures.  I also maintained and analyzed monthly contractor reports for any terminated contractors.

 

Again, as a function of my earlier dual assignment as Financial Management Specialist, I held responsibility for providing analysis and advisement to the Program Manager and Deputy Program Manager of the JCON Program Management Office (PMO) on a broad array of financial matters.

In my current assignment with the Department of Justice as Program Management Analyst/Security Analyst, I employ various personnel security principles, methodologies and techniques on a daily basis, paying particular attention to and closely perusing Public Trust and National Security position questionnaires for any anomalies or discrepancies, among other items of import.  At Justice, we are charged with close scrutiny of any government contractors and their employees.  To support this, I regularly analyze the Electronic Questionnaire Investigation Processing (e-QIP) applications that request contractor security investigations, to assure all guidelines are followed.  I oversee the use of the tracking tools used for these contractor security investigations and implement potential contract-employee fingerprinting by employing the Civil Applicant System (CAS) directives and procedures. 

 

Prior to this present position with Justice, I served for almost 14 years in dual roles as Security Program Manager and Financial Management Specialist, working closely with the Security and Emergency Planning Staff (SEPS).  On a regular basis, I met with contractors to discuss various issues pertaining to their employees, including credit difficulties and arrest records, which could have an impact on general and specific security areas.  These meetings also provided an opportunity to update vendors, on a monthly basis, on the status of pending contractor investigations.   

 

I held responsibility for preparing and managing briefing meetings with management, government personnel and vendors to assure the Justice Consolidated Office Network (JCON) Program Management Office (PMO) followed security procedures and guidelines.  Working closely with SEPS and vendors, I coordinated responses to any security-related activities that seemed to indicate non-compliance with procedures.  Maintenance of security files and tracking systems for various components was also a high priority responsibility as well as analysis of monthly contractor reports for any contractor terminations.  Additionally, I worked closely with Physical Security to handle dissemination of contractor identification badges in accordance with documentation provided by Personnel Security.

 

In addition to college-level classes in Business Management, to support the skill sets learned in my daily job responsibilities, I completed the Management Analysis Certification Program and coursework in Project Management, Taking Fingerprints, Personnel Security and Suitability Adjudication, Microsoft Excel II, Dealing with Difficult People and Introduction to Oral Presentation Skills.
