KSA QUESTIONS/ESSAY RESPONSES

1.  Knowledge of financial management principle, practices, and techniques.

With over a decade of experience in Finance and Accounting, I posses a thorough knowledge of financial management principles, practices and techniques, and their implications in operations and impact on bottom-line performance.  Presently I am responsible for the Loudoun County Government s finance/accounting operations representing $1.4B in County revenue.  I work closely with Department heads in the areas of budget, tax and accounting to ensure effective fiscal management.

Prior to this, I administered a $20M+ budget for a non-profit organization, with full accountability for applying proactive financial management practices toward effectively allocating funds and controlling costs.  I was responsible for strategically managing accounts/areas ranging from operations, investments and payroll to insurance, benefits and flexible spending. As Accounting Manager with Frederick County Government, I successfully planned and administered budgets and held authority to approve all financial transactions.

Similarly, in the private sector I have spearheaded varied finance and accounting operations including everything from financial and budget variance reporting, A/R, A/P, Payroll, and Fixed Assets to Stock Options and Pensions.  I also applied sound financial management practices toward reviewing and authorizing all capital purchases. While there, I was able to further apply my dynamic financial management skills toward devising and implementing innovative collection processes resulting in the lowest levels of outstanding receivables in the company s history.

Complementing my practical experience, I pursue ongoing professional development that is heavily focused on financial management principles and practices.  This has included not only CPA credentialing, but specialized studies in GASB, FASAB, GAAP, and Sarbanes Oxley as well as Ethics and Internal Controls.

2.  Ability to apply analytical methods and techniques.

A key role over the course of my career has been to effectively apply analytical methodologies and techniques toward reviewing/evaluating complex financial data for budgeting, reporting, audits, compliance, and quality control.  I then further apply these skills toward performing detailed, multi-account reconciliations.

In my present position of Chief Deputy Treasurer with Loudoun County Government, I am consistently analyzing revenue and receivable postings to address and resolve discrepancies as well as reviewing and reconciling a high volume of bank and investment transactions.  I also conduct extensive audits and apply advanced analytical skills toward continually researching and interpreting new legislation and procedures related to Treasurer functions.

In a prior position of Finance Director with a $20M+ budget non-profit organization, it was my responsibility to analyze financial needs and costs to maximize allocation and use of multiple funding resources. I also comprehensively analyzed diverse cash accounts, including operating, payroll, investment, and insurance to define strategies for containing expenses and conducted extensive audits.

In a corporate setting, I have effectively analyzed complex monthly budget variance reports and performed extensive quarterly and year-end auditing for a publicly-held manufacturing organization.

Part of my professional development has included extensive training where analytical methods are critical to achieving results.  This has included advanced training in GAAP and Sarbanes Oxley (SOX) Compliance as well as GASB Internal Controls.

3.  Ability to gather, analyze, and compile financial data.

As a Credentialed CPA and executive/manager within the Finance and Accounting field for over a decade, I have developed and consistently apply advanced skills in gathering, analyzing and compiling financial data in order to develop quality reports for presentation to Government and Corporate Management as well as Executive Directors and Board Members. During my career, I have prepared a broad scope of data ranging from monthly and year-end financial statements and budgets to variance, cash and SEC reports.  I also routinely review and analyze complex financials, budgets, cash accounts, and related financial data in order to identify, recommend and implement strategic solutions for optimizing financial performance.

I am proficient in and capitalize on the advantages of a broad range of technology-driven tools to optimize efficiency and quality in generating and compiling complex financial data.  Among others, I am skilled in Platinum, MK, Peachtree, and Quicken Accounting Software,  Solomon Financial and FRX Software and PeopleSoft Financial and HRMS systems as well as integrated proprietary technologies such as GOVMax and research information systems, such as CRIS.

4.  Ability to provide assistance and consultation on financial matters, issues, and data.

Over the course of my career, I have been relied on to provide expert consultation, recommendations and executive-level support in financial matters, and often serve as a change agent in boosting performance.  For instance, with the Treasurer s Office, I am continually evaluating complex financial issues, potential actions and projected results in order to provide senior-level staff as well as peers and subordinates with optimal solutions.  I actively recommend and support my managers in capitalizing on the County s professional development offerings to ensure not only that they perform at optimal productivity, but to advocate their personal and professional growth.  I also enthusiastically mentor new mangers and share resources, such as management and leadership articles, to assist them in facilitating effective financial operations.  I also lend my expertise toward partnering and interfacing with cross-functional departments and external stakeholders to support our financial objectives.

While Finance Director with The Arc of Frederick County, I routinely presented to the Executive Director and Board of Directors, providing recommendations, advice and clarifications on financial matters.  I also worked closely with outside auditors in conducting annual audits.  Similarly, as Accounting Manager with Fredrick County Government, I delivered presentations to County Commissioners, Board of Directors and the Library Board, again offering advice and support vital to sound financial management.

5.  Ability to communicate in writing in performing financial analysis work.

A large role throughout my career has been to compile, develop and produce quality financial documents, reports and communications supporting financial analysis, budgeting, capital expenditure, auditing, and short-term/long-term financial planning initiatives.  I am able to take complex data and present it in both statistical and narrative format in order to effectively communicate critical financial information in a manner that can be readily understood by broad audiences.

I am proficient in using varied technologies/formats, such as Excel and Lotus spreadsheets and MS Word documents for effective communication of financial information.

6.  Ability to communicate orally in performing financial management work.

As referenced earlier, I have extensive experience in presenting to Senior Government personnel, Executives and Board Members, requiring the ability to effectively translate and communicate critical information to both financial and non-financial populations.  Additionally, I have been required in all of my positions to productively interface with cross-functional departments and external stakeholders in order to collaboratively facilitate financial operations.  In my present position, I routinely communicate with Department head on budget, tax and accounting issues. While Finance Director from 2003-2006, I effectively communicated with outside auditors to conduct our annual audits and additionally managed critical banking relationships with key contacts within the industry.  My dynamic communication skills have also been crucial to sourcing and negotiating with vendors, securing both vendor and client contracts and ensuring delivery of superior customer service.

As a manager, I am able to productively communicate with my staff to deliver training, coordinate workflow, drive projects, and provide ongoing mentorship and support.  I have applied my strong communication skills toward effectively managing teams ranging from Payroll, A/R and A/P to Fixed Asset, HR and Office Management personnel.
