A key part of my jobs has been to interpret and apply statutes, rules and regulations related to government ethics and various administrative programs in order to determine, develop, recommend, and implement targeted policies and procedures vital to ensuring critical compliance with all laws and regulations.

 

In my prior position as a Staff Judge Advocate for the US Navy Judge Advocate General, I maintained up to date on both American and Japanese laws, regulations and statutes.  I coordinated all command legal affairs, including military justices, foreign criminal matters, administrative law, Freedom of Information/Privacy Act, Ethics, Equal Opportunity, Personnel Law, and Status of Forces Agreement and all legal matters that arise at a military installation overseas.  Demonstrating critical thinking and problem solving skills, I conducted comprehensive research and analysis of Japanese laws, statutes, rules and regulations as the US Military Trial Liaison in Japanese Courts, with strong focus on ensuring strict adherence to due process in accordance with established Japanese law.

 

While working as the Defense Counsel/Legal Assistance Attorney/Claims Officer at the Naval Legal Service Office, I successfully applied my abilities in interpreting and applying statutes, rules and regulations.  I was the only US Navy JAG Officer to present and win a case to present and win a case against the Commonwealth of Puerto Rico on behalf of an active duty military member under the US NAVY Extended Legal Assistance Program.

 

As an Attorney for Luis A. Gonzalez, Esquire, I also thoroughly researched cases, statutes, rules and regulations to assist clients while ensuring compliance with all ethical duties and obligations.  I effectively litigated numerous cases before the Immigration Courts.

 

To complement my professional experience, I have completed numerous professional training and development courses to further hone my ability to analyze and interpret regulations, rules and statutes.  I have taken several courses, including Advanced Staff Judge Advocate/Ethics Course, Advanced Staff Judge Advocate and Military Law Training Symposium.

Throughout my progressive career, I have repeatedly demonstrated my talent to communicate both orally and in writing.  My record shows repeated success in negotiating on behalf of clients with third parties and preparing legal documents, resulting in progressive increased responsibilities.  I offer dynamic communication skills and effectively apply these skills toward interfacing with higher-level military and civilian officials, as well as the general military population.  I also have strong skills in preparing and presenting PowerPoint presentations.

 

As a Civil Law Instructor at the Naval Justice School for the US Navy Judge Advocate General, I applied my advanced communication and interpersonal relation skills toward educating students on the fundamental principles of military justice, administrative law and procedure.  I effectively trained Navy, Marine Corps and Coast Guard officers and enlisted personnel throughout the Atlantic Fleet on Grievances, Administrative Separations, Constitutional Freedoms, FOIA/Privacy Act, Administrative Investigations, Standards of Conduct, and other administrative law topics.

 

While working as a Staff Judge Advocate for the US Navy Judge Advocate General, I directly supervised three employees.  I mentored, motivated and led staff, playing an instrumental role in their development and performance.  I delegated assignments both orally and through written instruction, so that even the most ambitious tasks and projects are achievable through hands-on oversight and short-term objectives including steps with timeframes. 

 

Serving as an Attorney at Luis A. Gonzalez, Esquire, I met with clients, managed initial interviews and continuously maintained client contact throughout cases from inception through completion.  Applying critical thinking and analytical skills, I drafted legal correspondences and documentation.  I also represented individuals for immigration matters in state courts, contributing my strong oral advocacy skills.
