KSA RESPONSES

1. Knowledge of law enforcement training practices, techniques, and procedures.

As a Federal Air Marshal since 2008, I have acquired comprehensive experience and training in Law Enforcement and I offer extensive experience as a Trainer/Instructor with the United States Marine Corps, providing a unique blend of qualifications to support your critical objectives.

I have completed studies through the Federal Law Enforcement Training Center and Federal Air Marshal Training Program and have applied my training toward excelling as a member of the FAMS.  In a Federal Air Marshal capacity, I have consistently demonstrated expertise in facilitating critical compliance with Federal laws, regulations and related mandated guidelines.  Concurrently, I serve as a Firearms Instructor.  Complementing this, I have actively collaborated with Federal, State and local agencies to promote integrated law enforcement in support of national security, requiring extensive knowledge of applicable law enforcement issues.

Throughout much of my military career, I held responsibility for applying strategic training practices, techniques and procedures in delivering quality training in positions ranging from Platoon Commander and Sergeant to Squad Leader, where my dynamic training skills led to two Best Trained Unit status awards.  I also have held the position of Training Chief, 2003-2005, again generating Best Trained Unit awards for two consecutive years.

2. Skill or practical experience in law enforcement platform instruction, practical area instruction, and/or adult education.

Having held multiple positions in training and management capacities, I offer extensive experience in providing adult training/education across broad areas of operations in government, military and private sector settings.

As a Federal Air Marshal, 2008-Present, I am contributing my teaching and communication skills as a Firearms Instructor for the FAMS.    While USMC Platoon Commander, I supervised 52 personnel in tactical training, leading to outstanding ratings in all areas technical knowledge and operations. During my tenure as Training Chief for the Toy for Tots program, a key responsibility was to effectively plan, coordinate and facilitate training evolutions as well as developing and managing over 500 supporting training records, leading to Best Trained Unit awards in 2003 and 2004.

Prior to this, I was consistently responsible for delivering quality instruction and training to military personnel both as a Platoon Sergeant and Squad Leader.  From 2001-2003, I conducted comprehensive personnel tactical training in support of military missions, leading to Best Platoon rating in the battalion; I was assigned in 2002 to the Inspector Instructor Staff for an Infantry Company in Des Moines, Iowa.

During this time, I also served as Training Support Liaison to our Dutch Marine counterpart and embassy personnel, focused on training exchange in Curacao, Dutch Antilles.  As a Squad Leader with Fleet Anti-Terrorism Security Teams, I facilitated instructional/training sessions in the Middle East and Dutch Antilles as part of collaborative global security missions; through effective training and leadership, I led the squad to earn two Best Trained Unit status awards within the battalion.

Of note, I have routinely capitalized on opportunities to enhance my training, instruction and leadership skills through active participation in broad professional development programs.  This has included completing the Marine Corps Martial Arts Instructor School.

3. Skill in effectively communicating training issues to individuals with widely varying skill-sets and comprising a culturally diverse workforce.

Having supported a wide range of military missions in training and leadership capacity, I have continually demonstrated a talent for effectively communicating critical training issues and instructional content to culturally and professionally diverse populations.

Launching my military career with the USMC in 1997, I rapidly progressed to serve as Squad Leader with Fleet Anti-Terrorism Security Teams, where I was responsible for overseeing 18 separate ports and liaising between operating groups within the Middle East while concurrently managing as many as 50 personnel. My ability to effectively communicate training issues across broad subject matters and populations was vital to excelling in conducting training sessions in the Middle East as well as the Dutch Antilles.

I then assumed the position of Platoon Sergeant/Armory Custodian, again requiring the ability to adapt my training skills to new objectives targeted toward staff as well as Dutch Marine counterparts and embassy personnel. Promoting to USMC Platoon Commander in 2005, my training responsibilities focused on combat readiness and technical training of a 52-member infantry platoon.  Illustrating diversity and adaptability, I then acted as Training Chief for the Toys for Tots program, where the training focus was on issues related to maximizing transportation and logistical operations.

Transitioning to the private sector in 2007, I continued to exhibit a talent for communicating training and operational information to new populations as a Transportation Terminal Manager, where I effectively instructed and supervised 10 personnel across multiple operational sites in diverse areas of transportation functions.  In my most recent position as a Federal Air Marshal, I am again adapting these skills to support the FAMS goals as a Firearms Instructor.

4. Ability to interpret and follow established curriculum and lesson plans.

Assuming a training role through most of my career with the USMC, the ability to effectively interpret, assimilate, follow, and disseminate established curriculum and lesson/training plans was a key requirement.  I was continually able to take their established curriculum and plans and both deliver the training in compliance with their directives as well customize it to maximize results in support of ever-changing personnel development and operational objectives.  More recently, I have been successful in interpreting and applying FAMS law, standards and guidelines toward delivering quality training/education as a Firearms Instructor.
